For many years, I used to stick with matte eyeshadow only. My holy grail is the NYX Glitter Primer, and it lives permanently on my vanity. I pat it onto the areas that I need it with my finger, allow it to dry, then go in with glitter or shimmer. I swear to you that the product will NOT crease, fade, flake, transfer, or otherwise budge all day.
When I want something a bit more striking, I'll use glitter strategically. A glittery liquid liner along the upper lash line can add a dazzling pop. For a more intense effect, I'll use a wet brush to apply a fine, loose glitter just at the center of the lid. You can also pat glitters/shimmers onto your lip color as a topper.
Glitters and shimmers are best applied with your fingers. You will get the most impact, color- and sparkle-wise. If you do want to use a brush, give it a few spritzes of a long-lasting setting spray. The OG for this job is MAC Fix Plus. The wetness will intensify the metallic properties while ensuring long wear.
If you struggle with glitter fully washing off at the end of the day, clear tape is your best friend! Stick it on your hand and pull it off a few times to slightly reduce the stickiness, then press it onto the glitter areas of your face and gently lift up.
Other products that I recommend are Urban Decay's Moondust Eyeshadows, e.l.f. Cosmetics' new Fine as Fleck Glitter Eyeshadows, Kokie Cosmetics Duo Metallic Shadows, and Colourpop's Super Shock Shadows. These can be used all over the face.
